Although its almost impossible that all of the guys I have ranked will be the full time starters of their respective clubs, (actually, now that I said it, it IS impossible) I have decided to rank every single projected opening day starting Quarterback in the NFL. These players are ranked on their success as their time as NFL Quarterbacks, along with potential, skill, and smarts.
1. Tom Brady- New England Patriots
2. Peyton Manning- Indianapolis Colts
3. Ben Roethlisberger- Pittsburgh Steelers
4. Carson Palmer- Cincinnati Bengals
5. Drew Brees- New Orleans Saints
6. David Garrard- Jacksonville Jaguars
7. Eli Manning- New York Giants
8. Tony Romo- Dallas Cowboys
9. Matt Hassleback- Seattle Seahawks
10. Donovan McNabb- Philadelphia Eagles
11. Jeff Garcia- Tampa Bay Buccaneers
12. Phillip Rivers- San Diego Chargers
13. Matt Schaub- Houston Texans
14. Derek Anderson- Cleveland Browns
15. Marc Bulger- St. Louis Rams
16. Jake Dellhomme- Carolina Panthers
17. Jay Cutler- Denver Broncos
18. Jason Campbell- Washington Redskins
19. Jon Kitna- Detroit Lions
20. Vince Young- Tennessee Titans
21. Chad Pennington- New York Jets
22. Trent Edwards- Buffalo Bills
23. Matt Lienart- Arizona Cardinals
24. Matt Ryan- Atlanta Falcons
25. JaMarcus Russell- Oakland Raiders
26. Aaron Rogers- Green Bay Packers
27. Joe Flacco- Baltimore Ravens
28. Brodie Croyle- Kansas City Chiefs
29. Alex Smith- San Francisco 49ers
30. Rex Grossman- Chicago Bears
31. Tarvaris Jackson- Minnesota Vikings
32. Josh McCown- Miami Dolphins
Your thoughts on this list?

Eli, Garcia, and Delhomme are too high. Eli is not a top 10 quarterback because his team won a super bowl. 56% completion, 73.9 rating and 23 TD-23 INT should not be considered good, let alone top ten. For some perspective: your #18, Campbell, had a 60% completion percentage, a 77.6 QB rating, and a 12-11 ratio in 13 games last year.

Previous sucsess has an impact in the ratings. Eli Won the Super Bowl last year, and was brilliant when it really mattered. Also, he has yet to miss the playoffs as a full time starter in the NFL, despite the lacluster stats.
Dellhomme threw for 8 touchdowns against only one interception last season. He led the Panthers to the Super Bowl in 2003. I think he going to have a good year, he really has yet to have a bad year statisticly as a starter, since he became a full time starter 2003, his lowest QB rating is 80.6 (2003), which is still decent, and not to mention that was the Panthers Super Bowl season.

I believe Bulger should be ranked higher than a guy like Schaub. He had a bad year last year in part do to injuries, but I would still rank him ahead of a guy who in his one season as a starter threw for the same number of touchdowns as he did interceptions.

Overrated Eli Manning Matt Schaub
Underrated Phillip Rivers Tony Romo
I hate Phillip Rivers as much as the next guy, but the kid has guts and potential to boot. Especially with the weapons he has surrounding him in the Charger's offense..

If Kellen Clemens was the starter for the Jets he'd probably be above Alex Smith @ 28

Garrard is way too high. Based on your criteria, I'd rank Manning, Romo, and even McNabb ahead of him.
I think Bulger should be ahead of Anderson, who has only been a known name for one year now.

While I do think that Henne will be thrown behind center at some early point next year, chances are McCown will be the opening day starter for Miami.

I definitely think Matt Schaub should be under Marc Bulger, because due to overall status Bulger beats him. I mean, more experience, and a better thrower or actually a precision passer. Derek Anderson wasn't the greatest, even though they beat the Bengals in an upset. Not to mention the Bengals weren't the sharpest pencil in the box last year either. So I think he should be lower aswell.
